You don't NEED a harddrive. What else you can do depends on how you're running homebrew on your PS2. Does it have a mod-chip? Do you use swap discs? Do you have the I.D. Exploit set up on you memstick?
Depending on the answers, you can run homebrew and emulations with files on your PC (load files across ethernet), put them on a CD or DVD, or maybe on a USB stick.

You should probably get uLaunchELF working on your PS2.

That is the best way to run homebrew on the PS2. It can be run from the memstick with the ID Exploit, from CD with mod-chip, etc., and runs programs from CD, DVD, harddrive, USB sticks, and PC across ethernet.
