Installing FMCB from HD Loader?

I want to install FMCB on my memory card so I can run HD Loader with it instead of running HD Loader from the "real" disc like I do now. The only way I have of running homebrew on my ps2 is with HD Loader via the "real" disc. I found a tutorial for making the FMCB installer into an ISO bootleg.sksapps.com/tutorials/fmcb/CD_installing_1.7.html so I made the ISO like it says and put that on my HDD the same way I do with games.

Doesn't work.
The installer runs, but when I try to use the configurator it says "configurator not found". It lets me install to a memory card but at the beginning it warns that there is no BOOT.ELF (there is). When I use the exploit, I get the "Free MC Boot 1.7" menu that just has the same options as the regular Sony menu and not any of my apps (HD Loader, etc) or the configurator.

Can anyone figure out what I'm doing wrong?

edit: Solved. Turns out you can't really run this brittle app from the hard drive. I just made an ISO of uLaunchELF and ran that from the hard drive, which allowed me to run the FMCB installer from a USB stick successfully.
