how do you make homebrew app?
are they made in C, or is it a program or something?

devkit pro isn't installed on c is this the problem?

Run make.bat if you're using PAlib.
do you mean build.bat??? or makefile.bat???

Install devkitPro in the same folder as PAlib, then run build.bat.
