I was wondering if there was any program to run PSX games on the PC, not emulation, the actual game discs.

Its called Emulation.
Emulators such as ePSXe (http://www.epsxe.com/) emulate the PS1 and can work for images or originals.
I prefer pSX (http://psxemulator.gazaxian.com/), it just works better for me.
You will need a BIOS file, which I can't tell you where to get it due to the rules here.

You could also try PCSX (http://www.pcsx.net/). Many linux distros have that emulator in their repository, making it easy to install.
