I've tried out videos using DPG conversion on Moonshell and the quality is...OK..
I'm just wondering if there is anything out there that is more high quality.

Just try BatchDPG ;)
Note: some newer version won't work for me (BePipe.exe error or 'Audio Conversion Failed'-error ) ... I've got this errors with the 1.0 final version and beta7 and beta8, so i'm gone back to beta6.

Bleh... I've tried BatchDPG, it always give me an error that I cant get around.
Besides, DPG still has that upper limit, which both the official converter and BatchDPG are limited to

What error appears when using BatchDPG?
..and what means that 'upper limit' limitation, never heard about it ... OK i don't use DPG videos often but a upper limitation is new for me ;)

I wish there was an avi player for the DS, or like Quicktime (mov) player...

What problems are you having with the quality of DPG exactly? The quality I'm getting is superb to say the least.
As for upper limits in batchDPG, have you tried entering in your own values? The settings are user definable, so the limits are pretty much restricted to the media player itself. Go too high on the values and your playback is going to suffer, so it's a matter of balancing and personal prefrence.

The DS is simply too underpowered to handle much else. MPEG is fairly simple, and as a result it can be decoded quickly on the limited resources of the DS. MOV would most likely take much more power than is available, and AVI is just a container format that can contain many different types of video, some of which can even slow down a PC with several times the resources.
Like the others said, try getting BatchDPG to work correctly. It usually produces files that have better quality for about the same filesize.
