This has been bugging me for quite some time. One thing is there are occasionally spam threads in the news forum part and the users posting it don't seem to get banned.

What difference would banning them make. They would just make a new account.

I can reset my ip just by turning my DSL off then back on again.

Good point, although many broadband connections use a static IP, so it is possible.
