Best thing to do is to not try to turn it on. Remove the battery and let it dry out. If you want to take it apart and dry everything yourself then thats a quicker solution and you could also make sure every nook and cranny gets dry. This would be the better way because there are spots on the psp that could easily trap water.

If not let it dry for at LEAST 1 full day.

If it were me I would take it apart immediately.

if i were you, id take everything apart, and leave it for a week, to be sure it was dry, then wipe everything down and put it back together

Take it apart as far as you dare (at least take out the memory stick and battery) and then put it on the heater or a warm spot. Let it sit there for at least two days and you should be fine.

What kind of water was it? Water can have impurities that could leave behind a film that would cause your PSP to short after it's dry. If the water was impure, sometimes you have to flush the electronics with pure water, then let it dry. You can get pure water at many stores. I had to do that with a keyboard I dropped during a flood. The water was muddy and left a coating of dirt on the circuit board. I took it apart and washed it with pure water. That worked for me.

err. correct me if i'm wrong, but history tells me that water + electronics don't mix well together. so wat's with all those washin electronic devices with pure water? ::scratches head::

Water plus ACTIVE electronics don't mix. You can wash almost anything with pure water and not have trouble, as long as 1) the water is PURE, and 2) you make sure it's COMPLETELY dry before turning it back on.

Manufacturers have actual washing machines for cleaning circuit boards. Yes, just like the ones you put your dishes into. They don't use Jet-Dry though. :D

A TV repair shop I worked at used a regular washing machine to clean really dirty TV guts. Worked like a charm. They didn't use tap water, though.

put all of its guts (except for the LCD) in at least 95% alcohol for a minute or two
then take them out and let them dry
