I'm having the same exact problem. No matter what guide I follow it always ends with cannot open base.pbp. My hot shots golf 2 eboot.pbp can't be corrupted because i've been playing the game on OE-A just fine.
So I have everything in one folder "popstation" on the root of my computer. In there there's the cygwin1.dll, base, keys, iso, and the popstaton.exe of course. I run cmd. Drag popstation onto the window it creates the line where its located on the hdd, I space and then drag my iso it creates its line then I push enter. After that it acts if it were about to do something then nothing only the cannot open base.pbp message. I've also just tried typing it out, but its no different.

Instead try this make a new txt file (you need to beable to see file extensions)
now type this into it
popstation "PSX GAME.TYPE"
pause
Obviously change PSX GAME.TYPE to what ever your file is example
popstation "Metal Gear Solid - Disc 1.bin"
pause
Save it now change its file extnsions from .txt to .cmd , now run that file it needs to be in the same directory as popstation.exe and all required files.

No problem, If it didnt their would be a real problem :p
I still find use for dos knolage even now, using the " " means you can have spaces in your image names still and not confuse the converter, I was too lazy to do anything more complex like actualy finding the image and its extension :p

One thing I still haven't been able to do even tho not that important is using your own custom pics to replace the Hotshots Golf ones. I tried to do a couple and had them in the same directory/folder as pops but that didn't work out. It keeps creating the same hotshots golf 2 icons. Not a big deal, but it would still be cool to have working. I'm just glad that the games convert and work. Thanks again for that.

I have my own icons and pictures in them I correct the eboots name and its folder name for saving so they each have their own two memory card images.

Cool sounds easy. I'll go try some stuff out with custom icons see how it turns out.

Yep. Google :).
Anyway, why bother with the command line Popstation when there are so many Popstation GUIs released? :).

Try to follow my humble guide.
Use alcohol 120% and save image as .cue file (you can use also clone cd, save come .ccd fle)
Go at this link and download PsGUIni300beta.rar
http://forums.maxconsole.net/showthread.php?t=42961
Unpack it.
In folder called DATA you have to insert a file BASE.PBP (143Mb).It is found in the game Hot shot golf 2, (Eboot.pbp rename in BASE.PBP).
Double Click on PopstationGUI.exe
Select the .cue that you have, select output folder, and select compres level 9,after click on GO button.
It generate Eboot.pbp and key.bin
Put it's in mso:\PSP\GAME\Castlevania
Where castlevania you must create and choose name of game.
Good Play.
