an if u can see the lens is moveing up and down but not to the
left or the right.....why?

Try putting in a video umd and fast forward so it moves the lasere all the way to one side. Rewind all the way back this should move the laser all the way over. Then try a game disc and see if it works. The laser might just be stuck that is why it is not moving from left to right.

If it does not work try moving the laser manually a little by hand then put in the disc and see if it works it might just be jammed a little.

i think you didnt put the laser ribbon cable in the motherboard. or you havent done it fare enough. you need to press it in hard and then pull both sides to it click into place.

i did put all the two strips correctly into places
but when the lens move it dosen't emit the red light, and it's moving
only up and down, not to the left or to the right ...

I think I know what's wrong, did you use a soldering iron to remove the anti-static protection from the laser?

just look at this picture and tell me if you still got that blob, if yes, remove it with a soldering iron and some de-solder :)
