Either a modchip (hardmod) or softmod.

Mine modchipped US unit & play JPN titles fine.

I guess i should have said I also softmodded mine, what software would I need to play it...and to play burned games also?

Get one of the combo brickblocker/region-free programs easily available, patch them, and burn or use USB loaders, and you can play any region on your NTSC Wii.

What brickblocker program has region free built into it as well? I have only used wiibrickblocker before.

I use WiiPatcher 1.0. It's Java-based, so it can run on any OS.

It tells you what region an ISO is and if it has an update on it. You load the ISO, set the region you want, then hit patch. Very simple.

I have to make a change, I figured out the problem. is it possible to use a DVD+R instead of DVD-R?

Try using imgburn at 4x or 8x speed. I always use DVD-R verbatim. Have not burned a coaster yet. I run nero CD-DVD speed to check quality on my discs and I actually get better quality (99%) at 8x. At 4x I get around 97% so I always burn at 8x now.
