try booting it in umd emu with system menu and then load it up with devhook, that works for me.

I messed around with this last night and got it working with a file size of about 380mb. The first time i tried removing the pad file all togather or dummying it with a 0k file but that caused the game to freeze, so i replaced it with a smaller pad file (10mb one from Tiger Woods 06) and rebuild the image with VCDRomX insed of UMDGEN. I'm not sure if was the 10mb dummy that did it or the fact that i built with VCDRomX but its working now.

You can completely delete the pad files... the reason it is working now is you rebuilt the ISO with VcdromX 3.8 - UMD Generator doesn't work with quite a few games.
