Need help with my options. Version 5 ps2

I herd about this memory card that acts like a mod chip. Will it help me play legit Japan games and copies on my console? Also will it allow me to play games off my hard drive if and when I get a network adapter? Also what would the name of the options be?

Also be nice to play some emulators like snes. How to progress on emulation, the last time i check was a couple of years ago and it wasn't very good for the snes emulation.
