Difference between NTSC and PAL?

Check out http://en.wikipedia.org/wiki/PAL it will tell you everything you need to know about the difference between pal and ntsc.

Also yes of course it will play both if you haave mod chip installed, but you will need a compatible tv that can view both pal and nstc signals.

The only differences are:
1. we broadcast in 576i but ntsc is 480i
2. PAL is 50hz but ntsc is 60hz
3. there are different updates for both regions hence why updates must be blocked or removed from the discs.
