I want to import Disaster from Europe, since Nintendo isn't going to release it in America. Is there a patcher from PAL to NTSC so European games will display correctly on NTSC tvs?

Install the homebrew channel and run Gecko OS.
Most games these days run in 480i (I believe) anyway so it doesn't matter.
