Here is my install:

I have installed at least 8 other chips in various systems in the past, so I think I have a fairly good idea what I'm doing... All wires have been re soldered at least 3 times. All connections have been verified from chip lead to chip lead with a multimeter and tested for bridged leads. I doubled up the wires on the power and ground. Made the CLK lead short as possible. Unfortunately when I power up the Wii, I get the drive load sound, Red led for a second or two, then solid green led. Red, then solid green led anytime the drive is reinitialized. The Wii spin up a disc to it's first speed and make some seeking noises. With the chip enabled the system will not spin the disc up to full speed, and eventually stops spinning and will not recognize the disc. This is with both pressed and burned discs. If I by-pass the chip (k shorted to GND) pressed discs work perfectly. Also, with the chip enabled, the system will occasionally refuse to eject a disc. I have also tried with and without the 47uF reset cap tied to pad K (white wires in the pic). If anyone has any ideas or sees something I missed please let me know...

No offense, but that is a bad looking soldering job, no flux was used, and your IC points are most likely the culprit, just because they stick does not make it a good connection. You need to unsolder everything, clean off the board, flux all points, flux wire, and use less solder on your IC points, you will be surprised at how little solder you need to get a good connection/hold. I am looking at the pic right now and on that left IC point it looks sloppy, I can guarantee you if you flux your work, on both the board, and the Mod-Chip itself, your connections will be alot better and less sloppy. I mean no offense when I say it looks bad, because I have been doing this for 8 years now (modding gaming consoles professionally) you need to hear it, to make you take your game to the next level, flux will make your work so much easier. Yah, thanks for the input. Point taken. I removed all the IO lines and redid them all with acid free flux solder paste on both ends. Defiantly a cleaner install. I retested all connections from the IC legs on the mod chip, to the IC legs on the drive with a 3 decimal pt ohm meter. All measured 0.150 ohms or less. There are no shorts / bridges. Unfortunately I'm still getting the same response from the drive. I think I'm going to test the chip on a D2B to see if I get better results.
