i have not cw cheat on my psp, but i can help you a bit...:
recovery menu is the menu on your psp if you have an open edition firmwware.
if your firmware is 3.02oe-a or 3.03oe-a or 3.03oe-b or 3.03oe-c or 3.10oe-a then you can access recovery menu.
Turn on your psp and then hold the R trigger.
you are now in recovery menu.
put the seplugins flder in the root of your memorystick, then shut down your psp and restart and goto recovery menu.
Now, goto the option plugins, and enable to plugin.

I think ch cheat should work now but i'm not 100% sure becouse i don't like cheating stuff.:p

if you own 2.71 then i dont know, but those plugins need to be enabled in recovery menu.
and i think only oe firmwares have that.
I downgraded and upgraded a friend of my to 3.03oe-c so i think you'l be fine...

You will need to upgrade to 3.03 and then downgrade to 1.5 using the noobz 303 downgrader pack (http://www.noobz.eu/joomla/index.php?option=com_content&task=view&id=38&Itemid=1) and a copy of the unpatched GTA:Liberty City Stories UMD. No ISOs, no patched UMDs, not Vice City Stories. When you have 1.5 you can then upgrade to any of the OE firmwares (3.03 OE-C or 3.10 OE-A2 being the best). Once you have upgraded to your chosen OE firmware you will then be able to access the recovery mode and apply cwcheat. I hope this helps.... :D
Also be warned that modifying your flash can brick your psp if you are not certain of what you are doing, so read up on how to up/downgrade carefully before attempting it!
