most likely not, but only way to find out is to open it up once you receive it.

Changing the language from Chinese to English and vice versa is possible as long as you know how to solder. Switching from M3 Simply to R4 and vice versa is no longer possible on the second generation of these carts.
Later,
Alex
The language swap mod can be found at:

Look at the second solder point, place solder there to connect the bridge and it will become English! Remove it, or leave it empty, and it will be Chinese!

Surely not,
If you buy an R4DS from China, doesn't this just mean that you have to install the English firmware on it - to make it'll work in English...
This is what I'm hoping, as a friend of mine is in China at the moment and has picked me up an R4, which will no doubt be the Chinese version.
:( Arggh, a little worried now, can anyone shed any light on this?
the chinese version of the M3 and R4 is for the asian market, whiles the english version is for overseas, only the 1st edition will allow you to change r4 to m3 and chinese to english with a blob of solder, and the early batch of the 2 edition allows chinese to english conversion only.

one's from china will be chinese, unless you are the lucky one to get a version that allows moddification.

Information regarding R4/M3 and English/Chinese Conversion from SCDev. (http://scdev.org/forum/viewtopic.php?t=8388)
Image of redesigned M3/R4. (http://img.photobucket.com/albums/v246/ryo808/card_comparison.jpg) The newest revision is the card on the left, older card on the right.
The M3/R4 conversion jumpers are no longer there. All that remains is the English/Chinese conversion jumpers. According to SCDev info, if there is no solder connecting the two points on the card, you will need the Chinese kernel on your TF card. If it is connected, you should have an English version.
I just opened my R4 up, it looks like the picture of the card on the left.
You may be lucky, in which the conversion jumper may still be there. All you'll need to do is place a small amount of solder to jump both pads and be able to use the English kernel.

there is also another version that has no jumpers at all, i'll have to find a picture.

I used to overclock my old Cassiopeia by creating a bridge between two points on an IC board with just Pencil Lead. You just draw a line to the two points a few times, being very generous with the lead. Viola, you've got a bridge.
I kid you not, this was quite the POPULAR mod amongst tech-heads a few years back. It's worth a shot if you don't have any soldering materials available, heh.

there are no points for you to join anything on the 2 edition of the R4, the IC is sealed in a kind of resin, no contact point is shown.

Theres no need to modify anything - I've received my Chinese R4. Yes it'll only take the Chinese Kernel.
But thats not a problem - As all thats in Chinese is the start menu, 3 buttons, which is dead easy to work out what it says:
1 - Games
2 - Multimedia
3 - Slot 2 access
I cant be bothered messing with the internals, incase I break it - its the newer release version, as it arrived with the different case and string strap with the black USB reader.
All in all I couldn't be happier - £15 is a damn fine bargain...
:)
some ppl don't want chinese, even if it's only a few words.
