It didn't work in 3.03 OE-C, and I don't see any mention of no-umd compatibility listed in the change log for 3.10 OE, so I'm going to make a wild guess and say it doesn't work in 3.10 OE either.
If you want to play VCS without a UMD so badly, downgrade back to 2.71 SE-C

I wonder if it is really so freakingly difficult for some people to buy a "dummy" UMD for pirated games, or they just had NO plan to buy a single game for PSP at the beginning.

Some people do have a broken UMD drive though..

Edit: Also lets not forget this just ebay you can get them at better prices else were and its not even a complex install I swapped out my entire psp into another case not hard at all just takes time to change the umd drive you need to own/borrow a soldering iron and hell their cheap I have one and other tools :D

Your right they don't cost alot, but it's not always the umd drive that's the problem. I happen to have 3 units with tested working umd drives. problem is that either the controller on the motherboard for the umd or some module that does not get replaced when we reflash that controls the umd is just not work. As a result no umd access. I run these at 2.71 se-c due to the better no umd support.
So it ain't always what ya think

Hey our local pawnbroker (Cashconverters) has games for the PSP for $10AU. No cases of course, just the UMD...
So its not to expensive to get a UMD....
A dead drive, thats another story...But even then the replacement parts aren't expencive, but then it really depends on how technicial you are...;)
My Smackdown vs Raw 2007 UMD never leaves the drive, so I don't have to worry about the No-UMD option....

Out of 5 psp's not one has ever had a umd drive issue nobody I know even has a umd drive issue and hell were not careful with them :P
If its the controller on the motherboard then its a crappy motherboard if the modules in flash are not been written back correctly then your flash is degrading faster then most people's so it a psp built at a lower quality then normal ones it would seem.
The most common issue with all psp systems seems to be the screen my launch UK console seems to be getting its first dead pixel my white psp has two, but I have spares that are perfectly fine so I am good for a while yet.
