I think the cube scene has gotten lazy around this time. The NTSC version of FIFA 07 took around 15 days to be released? Splinter Cell Double Agent isn't even released yet.... What the hell are they doin'?

Scene here has gotten lazy because the biggest things are already made, all is left is some smaller things that wont interest majority of ppl.
but about those backups, it's better to talk about their release dates in joh's gc tracker's forums or somewhere...

That is the same kind of presumtuous crap that will make modchips illegal. There are perfectly valid reasons to use modchips. For me it's that I live in a PAL region and I refuse to use crippled PAL software. My games are legally purchased NTSC-versions.
There is ebay now, prices on games are usually not so high that they must be pirated.
Oh, and with modchips I can backup savefiles to my PC harddrive. You'd think that would be a standard feature, but it's not.

People do not install modchips to simply play imported games, they have them to play pirated software. To say otherwise is BS.

Well it's about the game timing ;) Pal games tend to execute slower than NTSC games, because of the 50/60 Hz difference.
It seems like the game developers couple their timing to the VSYNC...
Plus if you live in a country with fucked up laws like mine, you only get the no-blood, no gore versions of games.... Great eh? All because of some red pixels

With GC games being somewhere between $5 to $10 at many places, I prefer to buy my games. I get a nice pressed mini-DVD, a nice case, and a nice booklet with instructions. I bought a couple GC games just this last week because of the new pricing. With the Wii all but here, GC game prices are plummeting to clear space for Wii games.

It's not just about the 50/60 Hz. PAL games are missing important features.
All PAL games for Gamecube have been stripped of progressive scan. That means 480i only. And the result is, you can forget about using a computer monitor to display your games.
When it comes to 50Hz we don't really want this, but get it anyway. This usually means developers have to change internal speed for the software. And history has proven it will result lesser quality games. A recent example of this is Ikaruga for the gamecube. And the reason it doesn't have the same good "flow" as the NTSC version is that it skips frames to be compatible with 50Hz. And no, you can't switch it to 60Hz, that option is removed completely from PAL Ikaruga. You can't even use a japanese/US linedoubler or upscanner, as those are built for 525 lines and 60Hz.
It's not only about the software and the picture itself, it's about the different hardware/accessories around the system. Many of those accessories don't even have an equivalent on the european market. That's equipment that makes it possible to pivot a monitor on the side and play shoot em ups like they were ment to be played.
The majority of games are made for 60Hz and only the ignorant european gamer refuses to admit we are getting the other end of the stick.
