You'll need the hard drive key from the original hard drive that was in the xbox. Xbox hard drives are paired up and locked to their motherboard via a unique key. Without this the xbox will boot to an error screen no matter if you have only stock xbox dashboard files on the drive or not.
You could build yourself an eeprom reader and dump the xbox motherboards eeprom contents, then extract the hard drive key from there.
Then you would need to use an app called xbox hdm (hard drive manager) to build a new hard drive and lock it with the key you extracted. You need to make sure that the hard drive you are using is lockable too.
See xbox-scene.com/forums for a tutorial on how to do all this.
Alternatively you could just install a modchip. Then it wouldnt care if the hard drive was locked or not. It would still boot to a dashboard (provided the modchip is preflashed with a custom bios).

which of these methods would be easiest and cheapest? eeprom reader or modchip? i did look on xbox-scene, and the link to the tutorial for "restoring your original eeprom" is "NOT FOUND"
i did, however, look for another tutorial and came up with this: http://forums.afterdawn.com/thread_view.cfm/357863
does that look like what i need to do? or is there a better, more detailed tut?

That seems like a pretty good tutorial for getting the hard drive key but i think the easiest method is to install a modchip (in my opinion). This also has the benefit of allowing a larger hard drive to be installed and the added benefit of homebrew/ripping games to your hard drive.
Just install the modchip, fit in a new IDE hard drive and use an installer disk to load up your dashboards, apps, etc.
Just make sure any modchip you buy is compatible with your v1.6 xbox, some chips also require an LPC rebuild/adaptor. Heres one chip that is great value and comes with everything you'll need:

would it be cheaper to recover the eeprom or install modchip?
i can still install a larger hdd with softmod, couldn't i?

It would be cheaper to build an eeprom reader obviously, but it is easier to fit a modchip. Yes you can install a larger hard drive but its much more difficult with a softmod as you have to prepare your new hard drive in a pc using xbox_hdm and lock it using your xbox hard drive lock/unlock key from the eeprom. Just make sure you understand all the steps involved before attempting this.

I think there's a thread on xbox-scene's forums about which hard drives are lockable. Personally I've found maxtor drives work great and are relatively cheap.
Happy to help, good luck getting the xbox up and running again.

well i found out that i have either a v1.4 or 1.5, by checking it by the with software and chip check! although my friend told me i had a 1.6, smmfh! i think he tried to do it by looking a the SNs, and not taking it apart!
i ended up making an EEPROM reader, but i can't seem to get it working with the ponyprog! i connect the reader to the xbox, then to my PC. i do exactly what the tut tells me to, and i get a warning that server is busy!
i don't know what to do! i thought about coughing up the $35 bucks to get a solderless chip, but my budget won't allow for it!

Did you calibrate the bus timing first? Check all of your connections are correctly soldered, you may have a short somewhere. Refer to the tutorial here:

i setup, calibrated, then tried to connect and got the error message! i rechecked everything, and even rebuilt the reader making sure everything was correct (which it was)! i got the same message! that tut is the one i have been using, and i have been following it exactly!
the only conclusions i came up with is i am using a desktop, and that tut said something about a laptop! the other is i might not have a good connection to the EEPROM chip, since it is extremly tiny and i was having some problems getting the 2 probes to stay on pin 5 and 6 repectively! if that is the problem, any ideas on how to make great connection to those pins?
NOTE: THE XBOX BOX DOES POWER ON

As long as you're using a COM (serial) port it makes no difference. Did you check in device manager that you are using the correct COM port in ponyprog? Sometimes people have software that adds virtual ports for external devices such as mobile phones etc. Its worth checking for anything like that.

The best way is to solder the wires directly to the legs of the eeprom. This ensures a good connection and allows your hands to be free. You need a good solid connection to get a clean dump.

That picture was borrowed from another tutorial (only because it showed the area of the xbox motherboard that is relevant to the eeprom reader tutorial), i think its a v1.6 xbox LPC rebuild diagram. Dont worry about that.
Something else to note that i found on xbox scene: "usually I have to try several times, turning the XBOX on and off and trying to get a read with Ponyprog 2000, it's tricky, so hang in there" - from a slightly different tutorial.

i did think about soldering them down, but was scared of ruining the xbox (although that's what i did, solder them)! my connection problem was in the 9-pin connector tho! so i used 5 female pins, left out the connector body, and connected the pins by hand to pc!

Sorry there are only 3 games that have the exploit and they are:
Mech Assault
007: Agent Under Fire
Tom Clancy's Splinter Cell
So you'll need to find one of these (dont get the classics range versions though as they may not work). Try 2nd hand video games shops/ebay, they should be very cheap now.

Well i have a "classics" version of Splinter Cell and it works fine for me. Im not sure if your version of 007 is patched or not, just try it, it will either work or freeze the xbox/bring up a message equivalent to "gamesave corrupt - unable to load". Your Splinter Cell will work fine though :)

CRAP!! XBOX IS TURNING ON, THEN OFF, THEN ON AGAIN (FLASHING BETWEEN GREEN AND ORANGE DURING THIS TIME)! WHEN IT FINALLY TURNS ON AND STAYS ON, IT FLASHES BETWEEN RED AND GREEN! SCARY PART IS, IT WAS ONLY FLASHING ORANGE AND GREEN BEFORE I TRIED TO PUT MY HDD IN XBOX!

Ok i need to know all the steps you've taken so far. Have you dumped your eeprom data, created a hard drive with xboxhdm and locked it using the hard drive lock/unlock code from that eeprom data?
If so, have you plugged the IDE cable and power cables in to the drives/mainboard correctly, also do you have an AV cable plugged in? These are the most common causes of frag (flashing red and green) lights.
When you unsoldered the eeprom reader did you check that no solder got anywhere else it shouldnt be on the main board? Is there any remaining solder on the eeprom legs that are joining 2 or more of them? Any short on the board would also cause a frag.
Edit: Just found this on xbox-hq, it may help:
1. Flashing Red and Orange (Amber): Video display problem, check cord. Also try switching to another video mode by changing the cable. It could be damaged hardware (Video controller, or MCPX).
2. Tries To Boot Three Times and then starts flashing red and green: Also Known as "Christmas Lights" Failed mod chip install, and broken traces on the motherboard.
3. Flashing Red and Green: Numerous causes, general system failure. This also happens when you eject a game disc after launching it from the EvoX Dashboard, HD_Loader, or after ejecting a DVD movie from DVD2.0, AND, the HDD is not locked (is looking to run the M$Dash on exit). The MCPX chip is overheating or damaged. If the problem is intermittent, try placing a heatsink on the MCPX and cleaning out your Xbox (The MCPX chip is the one with the nvidia logo on it).
4. GREEN for half a sec then RED Flashing: Bad/Corrupted or Empty Eeprom. Also, see flashing green.
5. SOLID RED: System overheated , hardware failure, bad eeprom...
6. Steady GREEN:: For V1.0 and V1.1 Xbox - Primary bank of 1MB EEPROM has become corrupted.
7. Solid Green, No Audio/Video: Audio setting problem caused by a HD pack, or video settings. Try booting with a standard AV pack instead, and reset your video settings.
8. Flashing Green & Orange AV Cable is not plugged into the AV port.
9. Flashing Orange: Could be overheating. Could also be a damaged trave on the motherboard, or a drop of solder on the main board splashed and bridged points on the mainboard.
10. Solid Green with No Eject/Audio/Video: Possibly a bad connection to the mod chip, check all your points thoroughly. Can be caused by overheating, so check that the fan is connected.
11. Flashing green means a bad Bios Load: - Incomplete or corrupted bios. V1.0 and 1.1 can be fixed, a MOD chip (EEPROM w/Bios) may also fix the problem.

Thats why you have flashing red and green lights. Basically the hard drive needs to be formatted to FATX (xbox file system) and have the xbox dashboard files on it. It also needs to be locked using the info from the eeprom. Thats where xboxhdm comes in.
You cant just drop a hard drive in unless it has a mod chip or a flashed TSOP.
As this was a stock xbox (just minus the hard drive) your only 2 options are to use an eeprom dump to get your hard drive lock key and build a new hard drive using xboxhdm or fit a modchip to the LPC.
Heres a tutorial for using xboxhdm:
http://forums.xbox-scene.com/index.php?showtopic=244043
The xbox does several checks prior to booting which includes checking the hard drive for the correct key (and checking that it is locked to the motherboard) so there is no way it would boot an installer disk in its current state.

i tried to make an iso with nero 6 and it is too big for cd-r, do i need to make it on dvd-r? i know that is probably a stupid question, sorry!
just as a precaution to make sure, i copy both c and e drives from modded xbox (changing the eeprom files for broken xbox eeprom) to the respective folders in xboxhdm, finally i run "make-iso-win.bin" and it make a rar file! then i burn xboxhdm folder into an iso with nero 6? disconnect pc hdd, connect xbox hdd to pc and run the iso disc?

It shouldnt be bigger than a cd. You need the standard Microsoft dashboard files from an unmodded xbox's C partition and the TDATA and UDATA folders from an unmodded xbox'x E partition as well as your eeprom dump. As explained in the tutorial i linked to earlier, you can get these standard MS dash files from the Slayers installer disk (just open slayers on your pc and copy/paste the files into the xboxhdm folders) or Auto Installer Deluxe (newest is v4.40) as that also has the microsoft dashboard files on it.

C and E on a modded xbox will contain different dashboards, possibly emulators, videos, games etc. You need the standard xbox C and E files, that may be why the disk image is too big.
When you run make-iso-win.bat it will create an .iso file. It may look like a .rar but its a disk image, just right click it and choose "Open with> nero burning rom".
Remember to set the new xbox hard drive's jumper to master before you plug it into the pc to use xboxhdm and use the primary IDE channel, keep your pc dvd/cd drive on the primary IDE channel (set as slave on the jumpers on the back).
disconnect pc hdd, connect xbox hdd to pc and run the iso disc?
The disk made by xboxhdm goes into your PC, its used to create the file system on the blank hard drive. Put the disk into the pc's dvd/cd rom, ensure the blank hard drive is plugged into the pc and boot from the cd, choose option 1, then type "xboxhd" (without the quotes) then press "Y" to continue.
Now choose option 1 (build a new xbox hard drive from scratch) and follow the tutorial i posted from there.

the easiest way to get the xbox files is to download AID to your pc. Go here (assuming you know how to download using torrents):
Www.aidtracker.com and download the second torrent on the list (it's a cd image of AID 4.40).open the .torrent with any torrent client (Eg: utorrent) and download the disk image.
Open it with winrar once you have the disk image (right click>open with/extract to...).
Now you can see all of the files in the disk image so just browse the extracted files for the xbox dash files and copy them into xboxhdm's folders.

The microsoft dash files are in the Auto.Installer.Deluxe.v4.40.iso.
You will have to open this iso with a PC program called SimpleXISOv03 (i tried with winrar but the disk format is unsupported, SimpleXISO works fine. Sorry i thought winrar could open it :o my mistake)
Heres a link to SimpleXISO:
