First off...Thanks in advance for educatimg me..
1. Is it safe to allow offical Wii updates on a modded system (D2SUN)?
If not, how would you get around updates found on discs?
2. Can an NTSC system safely play a PAL game, that is going to update the firmware prior to allowing game play?

You can do all the updates you want to your system, but you never know what's going to happen until you read the forums. I'd never blindly update my firmware until I hear about the fallout first.
For example:
The 3.3 update nuked .wad installs. That sucks.
The 3.4 update is making some previously working backups, fail. The suspicion is because the .ISO was scrubbed, region frii'ed, or brickblocked.
WiiBrickBlocker is a utility that will rip the updater off of .ISO files. Games like Animal Crossing really do need the 3.4 update to work, so without it, you'll load a black screen.

Absolutely not. This is the #1 thing you should never ever do.
Never update a console with a disc outside of its region. This will cause a partial or complete brick of the Wii.

Ok : My wii is at 3.1U, should i update ?? also I have a wiiKey 2 installed about 1 year ago, is there any way of detecting firmware code on wiiKey ???

I wouldn't update. There's no real point unless you want to not install .WADs or play previously working backups.
There's no way to tell which game has what firmware on it. There was a list on the forums a while back though.

try not to update your wii if it is modded as much as possible. or check here and see if the update is ok to use.
