seplugins not working

i downloaded the popsloader v 3.80 from the alex.org site and copy it into the seplugins folder in the root of my memory stick, but when i go into the recovery menu and into plugins its empty!?? any ideas?

Add also this into your seplugins/pops.txt

ms0:/seplugins/popsloader.prx
