Will I brick my psp if I delete "dic" folder from flash0? It kind of takes a lot of space and it is just text files.

yeah go ahead, delete it, see what happens!
yes it is VERY important, EVERYTHING in flash0 is firmware, delete 1 wrong thing, say bye-bye to ur PSP!

That actually made me laugh. Of course text files don't do anything important!
Bottom line is if you dont know what it does then don't touch it, especially if you don't have a pandora you can use to recover the psp if you do mess up. Some things can be removed but only certain things and only if you know what you are doing.

Tnx. I wasn't going to touch it, but still wanted to know in case if i needed more space.

The DIC folder is a dictionary for an asian character font. It is, in fact, completely expendable if you read english. No harm will come from deleting it unless you set your psp to that language (I forget which) in which case you get a semi-brick and need to format flash1 from the Recovery menu.
